On 19 October, the EU Council adopted a recommendation to prevent homelessness and housing exclusion, putting stable housing and individual support at the centre of its approach.<\/p>\n
Suggested measures include early identification of risk, debt counselling, mediation and emergency rent assistance, alongside coordinated access to social and health services.<\/p>\n
This is a recommendation to member states, not a new housing benefit automatically available to individuals. Practical implementation depends on national measures.<\/p>\n
