They are a snapshot of participation before midday, rather than results for the candidates.<\/p>\n<p>According to the CEC figures, Vidin Province had the highest turnout at that time, at 8.12%, while Kardzhali Province had the lowest, at 2.56%. Turnout across the different regions may change before the close of voting.<\/p>\n<p>The commission also reported technical difficulties with 20 voting machines and 13 reports of violations received by midday. At polling stations where machine voting has been suspended, voting continues with paper ballots.
