That is the finding of the first assessment cycle, with results published on 29 October 2026 by the European Centre for Disease Prevention and Control (ECDC).

What was assessed?

The assessments examine countries' ability to prevent, monitor and manage serious public health threats. They reviewed laboratory networks, disease surveillance systems, emergency management, public communication and cooperation between institutions.

The first cycle began in 2024 and was completed this month. ECDC reports substantial efforts to improve preparedness following the COVID-19 pandemic, including stronger laboratory capacity and epidemiological surveillance.

Where do weaknesses remain?

Recurring challenges include staff shortages, response plans that are not always implemented, difficulties sharing data and inadequate interoperability between information systems. The agency also identifies gaps in turning the information collected into concrete policy decisions.

ECDC recommends better coordination across sectors, regular practical exercises and actionable national plans. The next assessment cycle is scheduled for 2027–2029 and will monitor progress on recommendations more closely.

The assessment does not mean that Europe is facing a new, immediate epidemic. It is a review of how prepared health systems are for future risks.

Photo: National Cancer Institute / Unsplash.
