Residents of Balvan have submitted a formal complaint to the regional governor over nighttime noise and allegedly dangerous driving near their homes.

Residents of Balvan, a village near Veliko Tarnovo, have asked regional governor Marin Bogomilov for assistance over what they describe as repeated disturbances at night and dangerous vehicle manoeuvres in the village streets. The Veliko Tarnovo Regional Administration reported the complaint on 26 October.
Some residents living near the location named in the complaints met the regional governor in person and filed a formal written complaint. They say late-night gatherings cause noise and raise concerns about road safety.
The complaints are allegations made by the people who submitted them. The announcement does not report officially established offences or penalties, so it would be premature to say that particular individuals have broken the law.
The case raises questions about residents' peace at night, traffic enforcement and coordination between local authorities and relevant institutions. It remains to be seen what checks or measures will follow the complaint.
