On 19 October, the EU Council adopted a recommendation to prevent homelessness and housing exclusion, putting stable housing and individual support at the centre of its approach.
Suggested measures include early identification of risk, debt counselling, mediation and emergency rent assistance, alongside coordinated access to social and health services.
This is a recommendation to member states, not a new housing benefit automatically available to individuals. Practical implementation depends on national measures.
