The 16 October order grants waivers under the Graham Act; existing sanctions under other executive orders remain in force.

US President Donald Trump issued an order on 16 October waiving new tariffs, sanctions and restrictions provided for in the Graham Act. The White House published the text; Reuters also reported the decision on 17 October.
Section 4 explicitly preserves existing sanctions under other executive orders addressing harmful Russian government activities. The new law’s waivers remain until a subsequent decision by the president or relevant administration officials. The order therefore does not remove all US sanctions against Russia.
