Svishtov Municipality plans to invest €658,543.94 to improve the energy efficiency of the building housing two family-type residential centres for adults with dementia in Ovcha Mogila village. The funding comes from the Bulgarian state budget, the municipality announced on October 30, 2026.

Planned works

The engineering plan includes repairs and thermal insulation of the roof and exterior walls, new facade plastering and replacement of windows and doors. An elevator, upgraded LED lighting and ventilation in the sanitary facilities are also planned.

The heating system will be modernised with an air-to-water heat pump, a refurbished heating network and two domestic hot-water tanks. The investment aims both to cut energy consumption and to improve living conditions for residents, as well as working conditions for staff.

Expected outcome

According to the municipal administration, once the improvements are completed the building should achieve energy performance class A. This is a target for the planned investment, not a result that has already been achieved. The October 30 announcement describes proposed construction and renovation work; it does not specify a completion date.
