An orange warning for significant rainfall is in force for Veliko Tarnovo Province on Tuesday, 3 November 2026. According to the National Institute of Meteorology and Hydrology (NIMH), as reported by the National Association of Municipalities, rainfall totals of 35 to 65 litres per square metre are expected in the province over 24 hours.

The warning also covers neighbouring Gabrovo Province. Five other provinces — Varna, Dobrich, Smolyan, Kardzhali and Haskovo — are under the highest, red warning level, with more than 65 litres per square metre expected. Vidin, Pernik, Kyustendil and Sofia City are under yellow warnings.

There is also a warning about rising river levels

NIMH warns of a risk of flash flooding on 3 November across Bulgaria's four river basin districts. River levels could rise substantially, with localised overflows possible. This is a warning about a potential hazard, not a report that flooding has already occurred in Veliko Tarnovo Province.

Travellers and people living near rivers, streams and low-lying areas should follow the latest announcements from NIMH, local authorities and emergency services, as conditions may change during the day.
